No he is just correcting your misconception.

Deleting the skin implies they were taking it out of the game entirely, so that no one - even the players that already had it - could use or see it.

Making the skin a Legacy skin would just have meant making it no longer readily available for purchase. And that isn't even as big of a deal, since they've regularly made Legacy skins available to buy for short periods. Those who had the skin before (and, more likely, knew the story behind it) could still use the skin.

Guys, he's talking about the item name, not about the stats it gave. There've been multiple items revived with completely different stats and different purposes than the ones they used to have.
