Why not make empowering support item's carry universal?

Change the empowerment they give so it isn't only useful to AA carries. Zeke's and ardent are the specific ones I am talking about with this. It would make for an easier tuning lever of if it is the supports in general are too strong or the adc that are too strong in the future if they aren't so directly linked. Knights vow is healthier for this point (although has the same issue that ambient resist was removed from Mikael's), it it more universal in it's benefit and carry relationship. For example knights vow will have the full DR benefit and healing effect on cass but the boosted AA power from zeke'z and ardent will be largely unused.
