Raka wanted jungle, didn't get it so did the only fair thing you can do at that point: Run Cleanse/Ghost and threaten to go 0/20. We all know people forget to report this at the end of a 35 minute minefield of stress dealing with people like this, so why is there no other system in place to deal with this?
