We deserve to know: Who makes the calls on balance changes - the balance team or some Riot oligarch?

The balance team gets a lot of shit, but do they actually have any agency here? Some of the changes are so irrational and so shit that there has to be some know-it-all at Riot who influences these balance decisions. Whatever kind of unhealthy hierarchy you guys got going at the HQ, you better fix it before this game ends up in a ditch as it barely feels playable atm.
