Why the hell does it take all 5 votes to surrender at 15?
Like why can't we just have the old 4-1 vote and bring that to surrender at 15?

Because when early surrender was implemented, the game wasn't nearly as stupidly snowbally and 15 minutes wasn't enough to decide the outcome of most games. It was literally there for the tiny fraction of games that were actually that overwhelmingly one-sided.

why is everyone so excited to surrender. If youre playing the game to win 100% of the time, and not to have fun, you have a addiction that needs professional attention.
Just because youre losing doesn't mean you, your teammates, or your opponents aren't having fun. Stop taking it so seriously.
