Ranking it up doesn't reduce the CD, increases the mana cost to the point in which it's no longer viable in the middle of battle to spam, and has such pathetic healing with such poor scaling it may as well just be "Q: Activate Passive to hit twice slightly faster."
... I don't see a reason to rank up this thing.

foinhas1 votesYou can choose to rank up a shitty skill that remains a shitty skill, or a skill that only makes a difference (rank wise) at lvl 16+. You're basically choosing between sheit and crap

foinhas1 votesIt's only worth after you stack some armor. At level 9 you won't have enough for it to really matter. Stun duration, on the other hand makes a lot of difference (see elise's case)
