giving lifesteal/spellvamp ability to ignore 20 or 25% of target resistances

I think something like 20 to 25% would be modest. Or maybe have it as a mastery point either in offensive or defensive masteries. Would help cope with tanks. The problem with the old lifesteal was that it was op vs mages who couldn't sustain but it did allow for ADCs to survive thing like thornmail. By lowering the overall cap on lifesteal item/quints it let tanks do as they please. If you can't beat them join em. If you can't out damage their tankness early game perhaps being able to better sustain their damage would help.

Then you get into situations where WW/Vlad are literally unkillable because you can't damage them enough through their own resistances, and their lifesteal/spellvamp can't be stopped.

I think you could touch up the outliers a bit in an effort to get everyone else in a better place as a whole. Such that it would sort of cancel out for the outliers.

Wouldn't have to be big adjustment. Also since its % the sustain change won't be noticed much versus champs that aren't stacking resistances. It wouldn't work for things like Warwick q since its neither spellvamp or lifesteal. Unless he has like wota then only the wota portion will ignore. Would work on his ult however which got nerfed recently this would help him out ulting a tank as Warwick is a bit underwhelming ATM unless you apply wits end stack first (even then wits end is only flat mpen)

Actually even Vlad won't notice anything until he gets spellvamp. Vlad doesn't have spellvamp in his kit.

Spell vamp would at least be worth considering if Vlad didn't exist. I mean, Spell vamp is hardly worth buying on most mages. Lifesteal really doesn't need any buffs at all.

even on vlad you'll hardly notice it. its 20% of 20% (with wota). that's like 4% if the enemy is stacking mr. so like 10 more hp vs a tank. I do think lifesteal is in a wonky place atm tho. vamp scepter is trying to cover to many items. I do think there's room for a grand vamp scepter however. Also lifesteal quints might as well not exist its a noob trap atm they are so not cost effective compared to attackspeed quints.you'd sustain as much out of that extra auto as you would from 4.5 lifesteal and you'll also deal more damage.

here's a suggestion for grand vamp scepter: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/EpmIKqEr-grand-vamp-scepter-idea

Lifesteal is a defensive stat, and therefore can't (or shouldn't) completely negate the damage from thornmail (the passive is offensive). A tank can't build enough armor to complete negate your damage, and it won't happen in the reverse.

The point of lifesteal, just like other defenses, is to last longer in the fight. Not ignore someone else's damage completely, and that includes tanks.

exactly. atm its not at a value where it can do this effectively. It hasn't crossed the threshold whereby you feel like you can last longer. atm you practically could go without lifesteal and not noticed much of a difference. This is mostly in the case of Blood thirster since unless you complete it early you're sitting on vamp scepter. 8% even with doran doesn't cut it. botrk is in a good spot imo though. especially now that you can sustain off its passive. botrk can be built first item because it also provides attackspeed keeping your As to ad to crit ratio at their optimum proportions. BT is fine but in its final form. vampscepter is underwhelming. and at 3500 gold its not something you'd want to rush especially if it goes against keeping your optimal ratio of as/crit/ad and later penetration.

I really want to emphasize the whole threshold concept. you need to cross a threshold in order for something to be worth while. Especially when surviving just a little bit longer goes such a long way in this game allowing you to just get under turret or have an enemy second guess themselves. with 8% lifesteal you might not be able to survive the 4th hit someone dishes out. but with 10% lifesteal and bypassing 20% resistances you can reach that threshold and survive the 4th hit.

i think right now mosts bruisers and adcs are just shy of reaching this much needed threshold.

Botrk and BT give a decent amount of burst and sustain. If you want to ignore 20-25% of their resistances, build last whisper. Here, I'll recommend this build:

Laning phase: grab your first two dps items. For simplicity's sake, let's say item 3031 item 3046

then item 3006

Mid-game: item 3035

Dueling: item 3072 item 3153

absolutely i'm mainly concerned with early game to mid game. with item 1053 Of the 4 essential marksmen stats: lifesteal, as ,ad and crit. the last 3 are pretty accessible. while lifesteal is the least accessible. The ratio is disproportionately slanted towards late game/on route to completing a 3500 gold item. (comparing the cost of tank items to BT. Its a lot easier to stack defenses vs adc than it is for adc to reach BT while being expect to deal damage).

getting BT early. and even then it doesn't perform that great vs tanks/thornmail (breaking even vs thornmail, meanwhile a gragas replenishes his health fast). it would with this proposed change however whilst not really impacting how it performs vs an opponent that does not stack resistance.
