Minor Urgot Buff

I'm proposing that can cast his Q while moving (with or without locking on due to his E). So basically get rid of the mini-self-induced-pause when he casts his Q. It would smooth him out a bit, make him less clunky and a bit more viable to play.

Any thoughts?
