i like how none of them actually 100-0 you in that time frame except for Diana, akali, fizz, veigar, and a few other AP champions.

Talon can't 100-0 anybody, all of his power lies in his passive and it falls off heavily in the late game.

Let me explain further, since people don't seem to understand - Talon is a champion that's entirely capable of hypercarrying a game, yes, and when ahead his damage is completely ridiculous. Laning against him is as dangerous as it can get, because catching his rake twice (or even just once post-6) will almost always guarantee him leaping in to proc his passive. He roams very effectively and mid-game will take out ADC's fairly reliably. The problem with him is that his passive is where all of his real damage comes from. If you try to kill anybody with your full rotation and don't include your passive's damage at all, odds are you won't be killing anybody. Furthermore, Talon has a very difficult time getting past any tanks or CC, even moreso than assassins usually have because once he uses his combo (ult on top of an adc, use all abilities, hope they don't just use self-peel to get away or have a support to CC you while you're invisible), his only escape is over a wall, which isn't guaranteed to be immediately available. Furthermore with all the shields in the game, he isn't guaranteed to kill an ADC in the late game, which means that if the ADC survives, he's absolutely dead before he can even finish clearing a wall, nevermind getting to it. He scales horribly in to the late game and this is why I say he can't 100-0 anybody. Even in lane, he needs several combos (OR one really bad attempt to fight back by the lane opponent) in order to kill somebody.

Half of these champions have a delay longer than that.
