Make it so you cant play a newly released champ until a week later

I'm tired of getting Pyke players in my games. We lose. Even worse, I've had a game where he wanted to last pick Pyke, so one of my teammates banned it so he couldn't play and they both pretty much trolled. Atleast give people time to understand the champion instead of hopping into ranked not knowing a damn thing about the champion, matchups, build path or anything.
