Really, I'm really wondering, the item isn't weak, built on every single DoT mage, it doesn't need buffs at all. I mean, ok 
helmet is a bs item for those champions, but it's this item being an issue, if you check the damage dealt to champions on an end game screen, it's almost always done by the guy who built

Because it is a shit item, and majority of its abusers are no higher then tier 3 (or played in worlds at all)
Its not really going to break brand or anybody since it does cost a lot of gold and likely won't be (shouldnt be) a first item on champs like him, maybe rumble and zyra will get stronger but brand will only get stronger late game.
Rumble isn't good atm, malz isn't good atm, cassio isn't good atm, all the AP assassins, burst mages, and divers (kat, elise, syndra, etc) don't build it anymore over morello or even situationally like its meant to be. This item change is an indirect buff to all these champs and if brand is your concern, he was probably a concern already so go back to complaining about him rather then the item.
I used to build it a lot, but I have ignored it on a lot of champs now as there are better options.
