Veigar's E change makes it feel like the enemy is controlling your champion

I think this is the main problem with new Veig. When your W has a 1.25 sec delay (impossible to hit on an enemy that isn't CCd) and the only move you have to set it up (E) is on a 0.75 delay, half of your kit relies entirely on the enemy champion being dumb rather than you being good. Sure, before the change Event Horizon was pretty difficult to play against and was maybe too much in the Veigar's hands, but this has gone way too far in the opposite direction.

Cut the delay to 0.5 secs so both Veigar AND the opponent have a say in whether or not the stun lands. And maybe lower the W delay to 1 sec so there's at least some chance of it hitting without set up too.
