Lucian good again? Or is he just better for carrying?

4.21 KDA in 12 games so far, 75% winrate. And he's getting buffs (slight buffs) again.

Seems to me that he's not really all that good, he just has higher carry potential than the meta adcs. My KDA on Jhin is a solid 3.5, for example, but my winrate sucks on him. I feel like I have no control over the game. Lucian gives me a bit more power to impact the game if I play well.

So if I am playing at a level above my MMR, Lucian would be a better pick than Jhin. But if I'm at the same level, Jhin > Lucian.
