Who is the new Keystone rune for?

I've heard that it's in the Resolve tree and they're experimenting with hybrid penetration. I thought this rune was supposed to be for melees that once used Fervor? This is all going in the complete opposite direction. Aatrox, Master Yi, Fiora, Darius, Rhaast, Irelia, Riven, Olaf, Yasuo, Renekton... these are just a few of the champions that suffered greatly after the runes rework. But how many of them want Resolve as their main tree? Or deal magic damage?
