Honestly I feel that's what makes him weak and boring to play.

I mean Riot intended him to switch W targets strategically to control the battle field, to cast the stun or heal where it is needed.

Please reduce the cd, mana cost AND STRENGH of Tarics abilities late game. He would be way more fun to play.
