Is this actually the conversion rates on rune pages?

Am I missing something here? Can someone explain:

"For every 6300 IP you spent on a rune page, you get 1500 (23%) back"

and

"For every 2360 RP you spent on rune pages, you get a random 1350 RP skin that you arent even guaranteed to actually want"

What is going on with all these abysmal refund rates? Why cant you just refund us all the RP so we can buy almost two Epic skins per 4 pages that we want? Messing with IP returns is one thing, but now you're going to short change people on CASH purchases too?

How thoughtful of Riot to screw me out of 73,000 IP in the exchange rate to give me access to the new rune system that anybody who makes a fresh account will have access to from day 1. So very considerate of them.

oh please they aren't doing that out of ''good will'' if they charge for the new rune system do you realize how bad of a pr move that would be?

it also isn't free shit as they're taking away items I spent money to buy

It does round up in your favor, so if you bought only 1 or 2 rune pages (590 - 1180 RP), you are getting a deal here. Same applies for 5 rune pages.

It depends if you bought them using IP or RP. If you buy the 7 rune page bundle you will get 2 epic (1350RP+) skin shards for champs you already own. Otherwise If you bought them using IP they would be 1.5k BE each.
