Those changes will completely ruin my gameplay with some champions. I always found that scaling CDR runes offer the most value on some champions. In fact, on Zac i run 30% CDR runes, with a spirit visage, i reach 40% which allows me to spam my abilities lategame. There are no other decent CDR items for Zac, Spirit gives only 10%, Frozen Heart and IBG both give 20% but mana is wasted on him so their cost efficiency on Zac is way off.

Well there are... but nothing that would get me close to 30%, unless i missed something or an update...
Entheos Geon1 votesThere's plenty of CDR in items to compensate. Visage, Warmogs, Knight's Vow, Abyssal Mask, Adaptive Help, Ionian Boots. Wasting a little bit of gold on mana you won't use isn't that huge a deal. Most of the time when you buy IBG or FH on champs that actually use mana, it still becomes pretty irrelevant come late game.
Warlord Rhinark1 votesThere is a Sorcery rune that gives 10% cooldown reduction at level 13.
And there is an inspiration rune that gives 5% cooldown reduction + 5% maximum cooldown reduction.
With a spirit visage that equals to around 25% cooldown reduction.
You can then buy Warmog's Armor and Adaptive Helm and you will have 45% cooldown reduction.
