Malzahar's passive is retarded, can something be done to bring it in line?

During the mid game, if you somehow manage to break it before he clears the wave, it's back up before the next wave comes. This makes it impossible to punish Malz at all and prevents trading in the half second you have to unload before he ults, if he decides to all-in you with Ghost or Flash.

This shit is dumb and I really don't see how this is healthy game play. It's basically worse than Annie's bullshit.
