Riot the current Azir is fine and doesn't need a rework of this scale
No one wants azir to be back to its old self, not even his mains. They all know how oppressive he was.
His new E that gives instant shield should have been implemented to his current E and some AP scaling added to his shield. His Ult is perfect and eventhough it has been nerfed to 3 seconds, it still provides immense utility. Its not always used for a shuffle!
What you did with the rework was to put all of his focus in generating 3 soldiers that would require maxing W and some CD. Therefore early game he'll just sit and farm mindless with his slightly longer W cast. Then he'll spam W's for that extra AS. Also, no one is going to shove their face into the enemy for a third soldier. That part on his E is pointless.
All you needed to do was just gently buff him. The E giving instant shield and the Ult CD reduced would have been enough. We don't want him to be too oppressive but the current reworked azir will just be a sitting duck.
