Jungle buff the "non-jungle" champions.

Recently, you buffed jungle for champions who work in jungle, but were not optimal in jungle. Then I also saw, which didn't get dropped; that the balance team was playing around with the idea of buffing Ahri in the jungle.

How come that hasn't gone through? There's a lot of champions who seem like with a small buff, they could change jungle forever. Especially jungle mages.
