Fiora dont need a buff
Once champs like mundo and sion get their little pushes to be more meta, fiora will do juuuuuust fine.
She's still a ball of cancer to tanks and tbh many juggernauts, she doesn't need to be anything more than that.

Fiora has a 48% win rate and the worst split pusher in the game with high mana usage. I get that her dmg type is toxic but that’s about it.
Vayne is WAY worse.
Dont forget that they also want to buff jax haha....
She's fairly good against tanks but that being said tanks aren't that popular right now.
She needs time to do her damage but team fights end far too fast.
She's not great at team fighting and prefers to split but there are much better split pushers.
Definitely doesn't need a huge buff but either something to help her survivability or the speed that she can put out her damage.
What you mean is Jax doesn't need buffs...
Basically every champion on the buff list doesn't need a buff besides maybe Shen and Syndra (but then they become issues in proplay when they're good).
But she's literally godawful rn.
