Just a question about Presence of Mind

Why is it not a Sorcery rune? Sorcery is "Empowered abilities and resource manipulation". Should it not be competing with Manaflow Band? Some mages I take both of those & I feel like I never run out of mana, though I mostly play aram so Presence of Mind is essentially infinite mana with all the takedowns in that game mode.
