Why is my team not able to remake if I join the game, but don't do anything?

I just had a case where the game refused to take any input, meaning I couldn't click anywhere or press and keys. I could still load.

I loaded in, noticed I couldn't do anything, and restarted the client. Once again, still unable to do anything; the game window won't take focus. I finally restart my computer and get back to the game 9 minutes later, only to find that my team was not given the option to remake because I had been in the game, even though I did literally nothing.

What the fuck is up with this?
