why does it do 33% more dmg on single target if its purpose is to hit as many ppl ,to shred /damage them ,on lane enemy ducks into minions and u barely get to damage him
why is judgement doing more dmg to single target ,instead of always doing a decent damage?
instead there is khazix Q which deas more dmg on single target because its already vs isolation and its a single target hitting spell

HIs Q already does insane damage and stops your opponent from trading back effectively.

no it doesn't, he has such a long window between when his Q locks in and when it actually hits you that you can CC him for the duration of his silence and disengage freely
He gets extra range during his Q, so... no.
Plus, many top laners have something which can do that?

By hitting only one target with his spin he can continue to build momentum before hitting the enemy again. If there is a collection of bodies then while he is making a blood shower, his momentum is constantly being slowed.
