Darius rework isn't a huge project(Rengar sized ish) why is it taking so long to do?

And why is it being pushed back all the time?

Honestly all I could see happening in his rework is his Q being reworked slightly, he loses his AS slow and maybe his armor pen, and his ult gets a slight rework along with more passive stacks but he gets the power shifted elsewhere.

Why is this taking so long?

Riot probably wants to release a more meaty update. Unlike those awful Korean MMOs with an update every week that adds 15 MBs to the game, Riot wants there to be a longer period of work time as well as follow a good schedule.
