I think Riot Needs to spend more time making the match ups more balanced. They are the more popular online game on the planet and seem to spend alot of resources on Content which is okay. But the game seems to be always a Stomp-Fest where you get Stomped or do the Stomping. I have been in a Precious few games that when I lost, i didn't care because both sides could of won and both fought well. This is the type of game that Every Programmer should be striving for. Epic Battles between evenly skilled never have any losers. Matching up evenly skilled teams should be Riots number one priority and Riot should have Dedicated resources to attempt to match up players and teams against the same skilled players.

The problem is multi-variabled and likely will never ever be able to be solved. Steps could be made to better the system, but like you pointed out this doesn't seem to be Riot's end goal atm.

Off the top of my head here are the two major components that are killing evenly matched games:

Ranked: matchmaking is based entirely on your hidden ranking, MMR, and not your rank. This means you can be facing people +/- an entire skill tier above and below you.

Normals: normal queue elo is separate from ranked, which means if a high elo player wants to goof off in a normal you'll face him as a silver player. This is why every other game is 4 silvers and a gold vs. 3 plats, a diamond, and a bronze.

It also doesn't help Riot/people can't decide how skill level increases per tier, Riot has implied it is an exponential growth (which would make their system absolute trash for how it pairs) but the system treats it as linear growth.

Imho the MMR is pretty good. I am continiously matched against Diamond and Platin players - but that's more fun with a challenge!
