@Riot can we talk about Heimerdingers mana costs?
Have you looked the laning vs this champ?
He has zero mana costs in lane.
Drop 3 turrets and let them kill the wave. Auto attack here and there to make sure they get the CS. Enemy gets close to CS and you press W or E or just auto attack them so turrets all attack.
He literally sits on 100% mana all laning
Kill a turret (and they have a fukton of hps) and he just drops another for 20!!!!! mana.
You cant get close to him else turrets all attack you. He will Stun you making them beam you.
If you actually get close to killing him while he kits you around his turrets he 
and the turrets all still attack you for the 2.5s
He is one of the champs that make you want to leave the game. Toxic to the game, unhealthy laning. WAY too safe with ZERO counter play and this is Ranged or melee champs.
