All have been huge issues at various points because a single MR item changes very little, while two or greater either sacrifices your core itemization or allows ADCs/assassins to easily murder you due to a lack of armor and the bonus damage that LDR will be providing.

Vlad is DPS, not burst. He doesn't do nearly enough in one rotation to be considered burst. Sub 3 second CDs makes champs considered DPS because hey, it makes them do a large amount of average damage per second. That's still high damage per second, not burst. Same applies to Syndra. Yes, she can burst someone, but she still has high DPS.
Brand is burst. His damage CDs are 6+ seconds long. Lux is burst. Her CDs are all 6+ seconds, even with CDR.

Vlad Q, again isn't DPS, Wanna know his burst? His Ult, E, Q. He won't kill you just by spamming Q in a 1v1. I don't know where you got sub 3 seconds for a DPS mage. That would make a lot of champions DPS with 45% CDR.
