Those items are ineffective with lesser armor values but more effective with increased armor values, ADC's would actually benefit from having one armor item in most of these scenarios. That's the thing about lethality, it is countered very easily with one armor purchase.

Just pretend that they can't build something with armor or MR on it and you will come to terms with the state of the game according to marksmen.
