Would I be correct in saying that the real issue with with Riot's balance team...

...is that too often they change too many things about a champion or role at once without showing any sort of caution.

Right now, people aren't necessarily annoyed by the fact that Ahri got nerfed, or that DFG got removed - they're annoyed by the fact that that both were done in a single patch.

What should Riot have done? They should have removed DFG and left Ahri untouched for Patch 5.2 and identified things such as what item Ahri players substituted DFG with, how much her overall power decreased (if at all), whether it altered the timing of her power spike, or if her play pattern changed.

I would have been up the the challenge. Is Lich Bane a suitable replacement? A different item to provide the missing CDR? Could I become slightly more CC-oriented and build a Rylai's? Or could I offset the missing damage by purchasing Seraph's embrace or some other high-AP value item?

Ahri is kinda awesome right now. Abuse that q movespeed. Your dmg got buffed in any occasion where you weren't normally charming someone, so use that buff to kite even better. Or ban her cause you can't catch her.... ever.. :)

I was always charming people. I maxed it Second. I probably had a 75% hit rate with the ability.

These changes benefited everyone except for competent Ahri players and it's quite a sad prospect, really.

Ahri didn't get nerfed. DFG was a crutch item for Ahri, never built it. My build is pretty much Abysal Zhonya Boots core and whatever the situation calls for after that. Usually deathcap and sometimes lichbane.

You pretty much just detailed the internal testing phase from how I understand it. There are players of all skill levels in Riot and they internally play test all the time for this exact reason.

That's what the PBE is for. That's probably why they did Ahri and Fizz first.

before mana nerfs I always built Seraphs on ahri. the extra mana and her passive essentially let her stay out forever if you spent a decent amount of time split pushing so long as you minded your team getting derpy close to a 3v4 or a 4v5 on occasion. havent played her since probably 4.20 but im certain i'll pick her up from there and see where things go. probably still building seraphs though. hey, if mana regen sucks, oh well. cant nerf mana pool. dont need regen if you never run out.

I always got Double Dorans and Morellonomicon early. DFG was only my 3rd or 4th item most of the time and I rarely even needed the Active.

Riot's sort of "damned if they do, damned if they don't" in this situation. When they change things quickly, people complain about it (like you pointed out), but if they do so too slowly, people complain about it. I can't tell you how many "Well, you guys removed DFG, where's Veigar Mordekaiser buffs?" posts I've seen here.
