I really think that item 1082 's potion passive should be unique. I don't think Rito intended people to be stacking it.

It doesnt counter Singed but it does allow you to match Singed in terms of clearspeed and pressure o the map. Ravenous Hydra.

The bonus lifesteal makes proxying yourself, and stealing jungle camps easier.
