PSA: While it's true that it isn't the jungler's job to win the lane for you...
...Don't just ignore your laner's need of assistance. Both sides have responsibility on this history.
Yes, you don't need to win the lane for your laner. However, a gank or two can heavily turn the tables on a lane matchup, especially if your laner is using a champion with high snowball potential. Which in turn, can increase the chance of your team winning a game.
For example, normally an Irelia will lose the lane hard against Darius. However, one gank or two can turn the tables of this lane and make Irelia snowball on Darius, Because he is an extremely oppressive lane bully against melees, you can't expect Irelia to win against him alone. Irelia can't blame you, it is not your fault if she lost her lane, but one gank or two can make her win that lane instead, so don't just leave her behind and ignore her call for help, unless she is being toxic against you. Irelia can snowball really easily, so helping her can make her independent later so that she will no longer need ganks. This is just a example, there are champions that have less snowball potential and other champions that aren't as oppressive on laning.
If you really don't want to gank a certain lane, at least make sure that you compensate by ganking other lanes and getting objectives. Is the enemy camping your top laner? That means they are at the extreme risk of losing the chance of getting dragons. Take advantage of this! Gank for your bot lane, and make them help you at getting the Dragon. This can easily lead a team to victory, because if your top laner is tanky, he can just build tank items later and be useful even if he is behind, while the enemy ADC that is behind will be useless because he is squishy and can't deal enough damage.
I say that because I don't blame my jungler for not ganking for me, but there were times that I lost a lane, have been camped, and my jungler had the boldness of blaming me for not winning my lane. My jungler do not need to win my lane for me, but I don't need to win my own lane either (as long as I play safe and try to farm as much as possible but I will still have less farm than the enemy). At least I didn't outright fed my enemy, but he is still ahead of me in farms and kills. If my jungler didn't ganked for me, he can't just blame me for not winning the lane.
