There are like two ADCs that go top lane, and while both are strong, they aren't generally speaking as strong as the tanky fuckers going top (or Kayle), and aren't nearly as powerful as Ekko top, who is basically the most overpowered champion in the game.

Highest win rate in the game, highest play rate for a top laner, an extremely inexperienced playerbase, really high elo players say he is extremely OP, etc.
Ban him every game.

and synergize with it incredibly. This build allows him to have lane pressure from Sunfire ticks, duel pressure from IBG's slow and his base damages and passive movement speed (think of him as a higher damage, stickier Gnar), and teamfight pressure with wide AoE, a dash in, and a big stun complemented by wide-reaching skills all around that allow him to get his passive movement speed and slow the enemy in a large AoE again (do you see where I'm getting here?).
Other champions can use this build, and those champions are the meta (Poppy, Mao'Kai, Trundle except he doesn't build Sunfire, Nautilus, and even things like Fizz and Gragas are becoming popular top), but none can use these items as well as Ekko can.

No, this is wrong.
Malphite, Nautilus, Rammus, Pantheon (who out-bullies both of them), Ekko (hey man he's being built tank/bruiser), Poppy (maybe not anymore after her nerfs), Yasuo, Shen, Trundle, etc. All are top laners falling under the parameters set by you who either do fine or outright counter Quinn and Graves, the two meta ADC top laners.
Pantheon in particular murders both of them in lane.
It isn't a matter of opinion. Ekko top lane is factually much stronger than Graves or Quinn.

Fiora is annoying to deal with, but she wasn't necessarily OP. A lot of her power came from her opponents being inexperienced with her kit and not knowing when she could turn a fight because they can't see her CD timers.
A lot of tanky or semi tanky top laners can out right beat her in a 1 v 1.
Fiora can hit all her vitals, and she would still lose the fight unless she ripostes a major ability. She eventually scales better than the tanks, but most tanks can beat her in lane.

Once a skillful fencing master..longing for a worthy opponent... she was full of finesse and agility.. but then she realized that she no longer needed the speed when she built bulk instead. She had destroyed herself in the process and the very tanks she used to destroy continued to wreak havoc!
