Should the "Dodge Penalty" be a 24hr Lockout?

League already has the harshest automated banning system of any MOBA on the market (Not an opinion either way, just a fact). If Riot was really serious about teaching people manner, would they not punish people harshly for queue dodging as people seem to think that if they do not get their way, they can just dodge queues? The queue dodge timeout does not seem long enough to discourage this behaviour and it does nothing to deal with the various entitlement issues that modern league players have?

it goes to 30 minutes most people have multiple accounts increasing the lockout won't affect the ones that abuse dodging it will only affect those that either miss it or something forces them to dodge
