Can malz's E mana return be increased to 3%

In lane pre 6.9 that skill was your source of mana sustain in lane. Now it is too easy to run OOM when trading and farming in lane even with smart resource management, where before it wasn't an issue with smart skill usage. Especially now that you want to increase the mana spending across the board thanks to the jungle performance.

Malzahar is already op enough, no need to increase it to 3%.
