The PBE Last Whisper should only give a flat armor pen

Which scales to a percent of your bonus AD

The items that it upgrades into then change that passive

Lord Dominic's Regards grants 40% Bonus Armor Penetration

Mortal Reminder grants 40% Base Armor Penetration

That way, they correspond to different targets. LDR is for tanks, and Mortal Reminder is great for killing squishies, especially ones that rely on healing.

It would probably lose overall pen from "upgrading" then. Anyway Riot clearly doesn't want AD assassins building the new last whisper so I doubt they will do anything about this.
