Does the new ranked system take your past ranks into account?

Because I feel like my teams in placements are just the biggest mix up of everything. We have people who don't know what every champ does, people who know how to macro, people who ult as Karthus while they're at 200 HP in the middle of a teamfight, people who can solo carry as support, and everything in between, all in one game. Riot, how can you give me someone who NEVER played ranked before? I've been gold for the past 3 seasons and I'm silver in 3 of my 4 other ranks. Do you really consider me to be the bottom of the bottom at a rank during placements? What kind of bullshit is this?

Soft reset so yes but only for last season.

so nothing new? you say this like everyone knows what every champion does. news flash, most people don't since they rarely see most champions regardless of rank. There are people who ult as Karthus at really questionable stages. I had a Plat player doing it in a normal draft game I played. I have seen people on Sneaky's and Scarra's stream doing it and they play at really high elos. Not everyone knows how to macro, specially in Silver/Gold so what are you even attempting to say? most Silver/gold players have no idea what macro is, they mostly win due to their mechanics being better.
