this is the single change that would make me play him again, it's obnoxious that i lose a large portion of my damage just for being in the jungle or away from my wave

you don't get the DoT if you self-cast, you can only reactivate for the heal.

Its very very obvious, he means the damage over time portion of the skill, not the last cast.

While you can cast it on yourself and reactivate it for the healing, it doesn't provide the PBAoE damage unless you cast it on an allied unit and stay near them.
