This is just an outright nerf to Middlesticks, and I don't recall it being dominant in SoloQ or competitive recently. I also didn't see people complaining about him. Is it necessary to nerf his laning potential to buff him for jungle?

I would argue that it is actually a buff to Supportsticks, since the chances of you stealing CS when poking are lower.
However, it comes at expense of nerfing his mid lane potential.

Peritheus1 votesAww I liked destroying my mid lane opponent in mid who's prob also another wave clear champ like me with just an e all day, and being a nob to my adc as I steal thousand of cs as sup while harassing/ksing theirs or taxing the wave when it's under turret and my adcs at fountain.

They could just increase the damage against monsters without touching the damage against minions.

The buffs he is getting buff Middlesticks, too (E cooldown down at early levels, R cooldown massively reduced) so obviously there will have to be compensation nerfs for Middlesticks only. The only thing he does different is maxing his E first and spamming it on minions all day, so they nerfed that.
They could have made more elaborate, fairer nerfs with a little more time, but they also reduced his ult cd by 50 seconds so what are you expecting?
