The counterbuild is working as intended.

it also gives armor, ap, and CDR
in a losing lane its not a bad buy for the safety and power it gives, it is an item she would want when behind because of the active, but its an item she would likely get later as well if she was in a winning lane

Actually rushing an early hexdrinker on Katarina against a burst mage is never a bad idea. She can fully use its stats as she scales good with AD. The autoattack reset after using her E also benefits from this.
Dark Nephthys1 votesI honestly feel the item is a bit to underpowered tbh. Yes the active is very good but the stats aren't really all that great when compared to the other high end AP items, or even it's AD "counterpart" 
which I feel is way stronger in most cases other than certain champions who's ult synergise with Zhonyas like
