it could be a 240 base shield that scales with 70% of ap and gives a free B.F sword + (10% of total AP) in AD to any champion of her choosing

The difference being Riven can kill people and Jaina can't really without some ridiculous off-build.

the nerfs did nothing.
actualy its opposite ... riven's shield is a good design
lets look at yasuo who's defense comes from shield that scales off level
first off his shield is always independant from his offense and his gold ... if it would scale of ap the result is the same
while riven ... she builds ad and riot gets to have their hand on every bit of her power
if a champion is meant to build full damage and his survivability comes only off base stats and gimmicky mechanics like windwall you tie your hands when it comes to ballance because their surviability isnt tied to their core offense
but when champion who builds only offense gets his defense from the same source ... you get the controll
what people are not satisfied with is the way riven works ... she dominates a game or dies trying but she is still good design ... the numbers just force her into a playstyle that is quite toxic (sheer outpowering also the nature of her ult that spreads more power over her basic abilities)
this is a ballance matter but riven isnt op ... she is simply forced into a toxic playstyle
A "free" bf sword.
That's like saying Riven's shield is free because it already comes with a dash.
edit: fight me. Come on, prove me wrong. Most shields come with a secondary effect. Or would Riven's dash be considered free because there's already a shield with it? On a smaller cooldown than Janna's E. WIth 0 cost as opposed to ultimate-level mana costs at max rank. Come on, prove me wrong, tell me it's free.
Mana-less Janna doesn't build heavy AP as a support. Riven's CD is lower
