Skillshots may rarely land in some phases of the game, but they can still be used to zone enemies out of a lot of things just because of the threat of you landing them if they were to certain places at certain times. They are still useful because of this, and they are doing something even if it doesn't seem to some like they are. Still, they could probably use a buff. I hate it when some enemy champion is so evasive that it feels like it's never worth me using a skillshot trying to hit him/her and that I should save it for someone else.
Skill shots have a lot of utility. With skill shots, your should never have to face check a brush. One game recently, I was playing Morgana Support Against a Teemo. The teemo though he would be so clever hiding in the brush. But my dark binding could pin point his location. (you just need to pay attention to the animation.)
Though I wouldn't mind them being a little more prevalent. Mostly in the sense that it could make Boots a good starting item. (against someone who relied on skill shots.)
