Runic echoes or cinderhulk on rammus

Cinderhulk has proven to be a crap item with a few exceptions. Rammus is better off building resistances than HP. Alot of tanks with good ap go runic. Ekko, udyr, maybe malphite, Amumu, etc go runic echoes. Obviously ekko since he's an ap assassin who builds tank jg exclusively now a days. Amumu makes sense since he's a mage. Ap malphite is a thing and you get roa top with the rest being armor if ahead but I'm not sure if runic is good on him. What I wan to know is if runic is good on rammus. I don't see too many people playing rammus anymore top or jg. Haven't seen too much rammus top at all. But is runic echoes on Rammus better than cinderhulk since cinderhulk is shit.
