He's already weak enough as it is. Why do you think an adc is forced to build tear and an armor item almost EVERY game? But apparently that's not enough for you. Just like Gangplank and Irelia, you'll keep hammering him with nerfs until he gets deleted.

I remember as soon as the ADC reworks happened Ezreal apparently wasn't viable, he used the same blue build, and now he's suddenly OP. Blue build is pretty much what makes Ezreal viable.

Riot seems to be scared that they wont nerf something hard enough and go overboard a lot of the time. THEN they, more often then not; don't revisit those nerfs later on and revert them.
For those that don't like to play blue ez and get tons of cdr, the ult nerf is highly annoying.
