Is Doran's Ring being nerfed just due to Galio?

I can't believe that they are making the passive unique (source: http://www.surrenderat20.net/2017/06/61-pbe-update.html#balance) just due to Galio being able to stack Dorans and waveclear efortlessy.

If that's the case then just nerf Galio, don't nerf Doran's Ring just because one champion is abusing it, there are times where you want to stack Doran's Ring on mages so that you can either not have to buy Morellonomicon or at least delay it for a bit because you need to buy other items early (such as Banshee's Veil against a hard AP matchup) but you don't want to become OOM.

If you watch HuzzyGames on YouTube, this guy is high diamond and always, every single game, buys a second Doran's Ring if he's playing someone he started with it on. Why? Because the mana return passive not being unique is super good. This is actually a pretty direct nerf to several other champions beyond just Galio. Any mage who had a mechanic to refund an ability's mana cost if it killed the target (Annie's Q, Cassiopeia's E, etc) and Karthus, who's E passive gives him mana back for killing enemies while it's off cooldown, can, with multiple Doran's Rings, have a net gain of mana for using their mana to farm. And that's stupid that they can have double that net gain if they buy more than one.

Top Laners who should have probably built a item 3027 if they wanted mana, or managed their spell casting better, were buying item 1056 instead to ignore most mana problems and get tanky.

Gragas Galio , I think even Nautilus were doing it.

That's exactly the problem. It's a source of mana that's too reliable, and galio isn't the only problem. He's brought some attention to a more systemic issue, and they are addressing it. Plain and simple.

Because it was on the edge before, and triple stacking tanks (not just Galio) are forcing their hand.

It's a bigger problem in Proplay. Galio will get a nerf tap to his Q or something. Which should be enough to bring him in line.

That's what I was always thinking.

For example, I would buy a second Doran's Ring on champions like Lux so that I could rush a Zhonya's Hourglass. I would still have mana issues because I would not be purchasing Morellonomicon but I would at least have a better time surviving without just going oom after some rotations.
