They made a special case for Sated Devourer to where it can only apply on basic attacks and not pseudo basic attacks like Evelynn Ravage and Warwick ultimate. Ezreal's Q, although it applies on-hit effects, wont proc it. Same with Gangplank Q and such.

The current text on sated devourer reads:

Unique - Phantom Hit: Every second basic attack will trigger on-hit effects twice.

(emphasis added)

From http://leagueoflegends.wikia.com/wiki/Sated_Devourer :

Sated Devourer's attack counter and empowered effect both occur on-attack, not on-hit. The item will not interact with abilities that apply on-hit effects (e.g Ravage.png Ravage).

Additionally, effects that cause you to attack more than once will only be counted once (i.e. Ranger's Focus.png Ranger's Focus, Double Strike.png Double Strike and Lightslinger.png Lightslinger) - you cannot increase the frequency that Phantom Hit will occur.

So -- no, WW's ult will not trigger "Phantom Hit". You'll get the 60 magic damage per hit, but you don't hit more times than without the item.
