Think about it. Her "Make It Rain" punishes him by popping his shield, and slowing his minions.
"Double Up" can punish him by blasting through his minions to hit him or his ADC.
He doesn't have nearly any of the CC that Zyra has, so punishing him will set him further behind than Zyra, because he won't have reliable CC to fall back on.
