Regarding masteries

Can they all just be single choices since there's literally 0 reason to go a 2/3 or 4/1 split? You've designed each and every mastery so that they are not relevant unless they have 5 points in them, making splitting points between the two pointless, soooo....

Yes, this is something that feels more like the illusion of choice when there really isn't an optimal time to get +3% AS and +0.8% spell damage, or 1.6% Shield/Healing and 3.2% Max Health...

It all seemed cool when it first came out, but there really is no reason not to put 5 points into something

The other option would be to reduce the number of Mastery points to 15, and have each of the split masteries only require 2 points. While I still question if the numbers would be high enough to make it worth splitting points, it would be much less convoluted at least.

It's probably gonna stay that way because of the leveling system. Since you get a point and a place for a rune with every level we can't have people with all the masteries unlocked at level 18 (due to some reason, don't ask i don't know)

Frankly, while that system was alright in the past. I honestly think they should do something more streamlined and less restrictive.

Unlock Masteries at level 5. This is when you can PvP and they'll be important. Get all of your points, so you can practice and experiment as you level up. Unlock your first Rune page at level 10, and a second and third at 20 and 30. This replaces unlocking the Quintessence slots, as the rune page itself allow you to put runes in at any level once unlocked.

And while we're at it, we should get the Rune system improved. Instead of having tiers of runes, why not have the runes strength scale to the level of your account?

You know, it's really fucking silly that ideas like this exist, and are better than anything Riot has come up with in the years

How would Tier Masteries sound?

Just a suggestion: Tier 1: +6 AD and AP at level 18 Tier 2: +2 AD and AP at level 18 (9 total) Tier 3: +2 AD and AP at level 18 Tier 4: +2 AD and 4 AP at level 1 Tier 5: +2% AD and AP

I think you'll have to elaborate on this a little more, I'm not quite sure I understand

So you can put up to 5 points into the Mastery and each tier unlocks different types of buffs of the same stat genre. So Tier 1 can give your AD and AP at level 18 and Tier 5 can give you another, different AD and AP value at level 1 already. So if you see something you want in Tier 3, but don't "need" Tiers 4 and 5, you can put those two points into the other Mastery instead.

So each individual point grants a different level of benefits, rather than being a consistent per-point boost.

Not a bad idea, although it could get a bit convoluted with the mastery-stacking.
