Can we keep the rune pages instead of just 1500 "ip"??

This summer, I played a lot, had a fair amount of ip(like 8k or so) and didn't really want any champions so I considered buying a rune page. I looked it up and RIOT said that rune pages would carry over to the new update(I understand all of this is subject to change). Now, RIOT has said that since we have the ability to change rune pages in champ select, there is no need for extra rune pages and they will refund only 1500 "ip"(blue essence..."be" now?). That's almost 5000 ip lost (enough to buy most champions)...Also, we have had the ability to change masteries in champ select forever and RIOT still gave us 20 for free which is what confuses me. I would much rather have the luxury of having to change my runes less often in champ select as opposed to getting just 1500 ip back on my 6300 ip investment
