You forgot to mention Poppy. Rek Sai even beats her. His knockup automatically interrupts her charge (stun) and the insane amount of mini procs ignore her passive - and his lifesteal gets to such insane levels that he can heal back up inbetween her Qs.

Most mages, if they miss their CC. Most ADCs, especially if they don't have an escape. (though it doesn't particularly matter if they do, because rek can tunnel/flash/both and have knockup ready)
